Job Description:
SUMMARYThe Clinical Manager provides administrative oversight of
multiple programs and contracts and supervises Clinical Supervisors
and staff as assigned in clinical programs such as Mental Health
Services, School Based Mental Health, Youth and Family Services,
and 0 to 5 Programs. Additionally this position will provide
community outreach, program development, and serve as the contact
point for contracts. ESSENTIAL DUTIES AND RESPONSIBILITIES
- Supports and promotes the mission of the Agency: Foothill
Family empowers children and families to achieve success in
relationships, school, and work through community-based services
that advance growth and development.
- Provides supervision and administrative support to clinical
programs assuring contract compliance.
- Ensures that programs are meeting contract and Agency
requirements and are operating within budgetary parameters.
- Monitors contracts and develops and monitors corresponding
budgets. Serves as the lead in ensuring contract obligations are
met, submitting timely reports to funders and contractors, managing
external reviews and audits, and tracking data on program/contract
progress throughout the fiscal year.
- Ensures the clinical adequacy of services delivered.
- Ensures all employees in the assigned workgroup are meeting
performance and job expectations including productivity,
documentation and all position and contractual expectations.
- Provides employees with timely, accurate feedback on
performance encouraging growth and addressing poor
performance.
- Administers quality assurance procedures including record
reviews.
- Represents the Agency at community meetings, provides
in-service training to other agencies and Foothill employees, and
consults with other agencies and schools, and represents the Agency
at marketing events and interfaces with liaisons for trainees and
interns from graduate schools.
- Proposes new programs, assists in seeking funding and
administration of new programs.
- Markets all Agency programs to the community and to give talks
to small and large groups of people.
- Provides telephone backup for emergencies both during office
hours and outside of office hours.
- Supports, reinforces and implements Agency policies. Works
effectively and cooperatively with other agency staff,
collaborating when appropriate.
- Displays sensitivity to the service population's cultural and
socioeconomics characteristics. POSITION REQUIREMENTS
- Licensed in the state of California: LCSW or LMFT or Ph.D.
- At least 3 years of post-license experience in clinical
supervision.
- Fiscal knowledge and budget development and management
experience.
- Experience in providing direct service to individuals, families
and groups.
- Excellent written and oral communication skills and the ability
to read and write complex material.
- Ability to effectively use and teach use of DSM V/ICD-10.
- Ability to administer a complex program by being detailed
oriented, following up on concerns, and understanding the systems
which help insure quality of service and accurate record
keeping.
- Excellent interpersonal skills, including the ability to work
cooperatively as a team member.
- Knowledge and sensitivity to cultural differences.
- Ability to understand child development and individual and
family functioning.
- Experience working with difficult to reach, traumatized or
disengaged individuals and families.
- Valid CA Driver's License and maintains insurability on the
Agency's auto liability policy (including a minimum of 2 years
driving experience) and maintains the California state required
personal auto insurance liability limits.
- Bilingual English/Spanish skills preferred. PHYSICAL DEMANDS
