Job Description:

CLIA and CAP accredited laboratory. Fulgent has state-of-the-art
clinical, sequencing and bioinformatics tools, including the latest
Illumina sequencers such as the NovaSeq.
KEY JOB ELEMENTS:
The Network Engineer reports to the Director of Information
Technology and is responsible for the protection of the company's
physical and non-physical information technology assets. It is
expected that this role will work closely with multiple IT
departments to assist in the creation, execution and maintenance of
secure systems, providing guidance in the design phase and
oversight/auditing in the execution and production phases of system
life-cycle. Expertise in a development shop running both Windows
and Linux systems is required. The position will be directly
responsible for the implementation of the corporate IT security
policy.
The position is also responsible for conducting forensic
investigations as required to assess events or to aid in
investigations with internal and external entities while acting as
the primary point of contact for internal and external auditors. In
addition, this position will maintain an "always auditable"
environment with appropriate documentation and manage audit
findings from discovery to resolution.
In this role, you will be expected to participate in the weekly
rotational after-hours 24x7 on-call support and perform other
assigned tasks as needed by departmental requirements.
Qualifications
KNOWLEDGE / EXPERIENCE:
* BA/BS in a related field preferred. Equivalent
experience/certification acceptable.
* 7+ years of experience in technical information systems
positions, with at least 3+ years directly focused on information
security policy enforcement and operations.
* Experience leading "matrixed" teams and resources.
* Experience managing and securing systems on IaaS cloud platforms;
preferably using AWS and Azure.
* Attainment of at least one of the following: CISSP, GSEC, CEH,
GCFA, GCIH, MCSE 2003 or greater, Cisco CCNA, SANS.
* Extensive experience securing server and data center systems in
both Linux and Windows server environments.
* Experience in security architecture and operations in a SaaS
environment.
* Experience with assets that operate in a collocated environment
or a managed server/network environment.
* In-depth understanding of IP networking, networking protocols and
security-related technologies. These include encryption, IPsec,
PKI, RADIUS, VPN's, firewalls, proxy services, DNS, PGP, SSL,
digital signature and digital rights management.
* Highly developed communication skills. Ability to speak, write
and present to various technical and non-technical audiences and
convey complex security concepts in terms appropriate to the
audience.
* Experience with physical security as it relates to infosec.
* Information security audit procedures and familiarity with SAS70,
PCI, Etc.
* A track-record of working with IT business partners to implement
standards and enforce security policies from the development
through decommissioning of systems.
* Preferred experience in healthcare (HIPAA, PHI, etc.) ,with
laboratory information systems and/or electronic health
records.
* Experience in mobility solutions and wireless networks
* Preferred technology experience with the following:
* Firewall and router configuration;
* MS WINDOWS, UNIX/LINUX operating systems;
* IPSEC, SSL, SSH, VPN, WAN.
* Hands-on experience with:
* Palo Alto;
* Cisco network equipment;
* Penetration testing;
* Ethical hacking.
* Creation and maintenance of security training and documentation
for end-users.
* Enterprise IDS Implementation and Testing.
* Operating System and Application Hardening.
* Incident Response.
* Information Security Education.
* System security and controls.
